Some people are still hopeful because Square-Enix did trademark the name SaGa SCARLET GRACE in the US and Europe in 2015. But it was around the time they announced the title of the game anyway (and told us it wasn't coming out in 2015 after all).
The recent English release of Romancing SaGa 2 (enhanced mobile port of SNES game, first time in English) actually did pretty well, and there was such a huge demand for the Vita version to be localized that Squeenie is actually doing it now. So maybe if that sells enough, they'll actually consider localizing SCARLET GRACE, but I still wouldn't hold my breath hahaha. Especially since UNLIMITED:Saga was such a failure here, and the Vita is a failure here... And honestly I can't imagine this "world-map only" system being popular with western gamers. Personally I think it's pretty neat, though. I think the game works well with the system they designed. Kawazu (the director, who did all the SaGa games, FF2, the later half of FF12, and The Last Remnant) is a huge fan of board games and pen/paper RPGs, and is always trying to "reinvent" the video game RPG. His idea with this game was to leave in only what was "necessary" for an RPG, and cut out everything "frivolous." SaGa games tend to be RPGs that focus on gameplay mechanics, for people who actually like the gameplay of RPGs, so I think that this game is really trying to push that to its limits.
But yeah, I'd like to see this game in English anyway, because it would be more natural to play, and then other people could play it, too. I'd also like to see an English version of Imperial SaGa XD
ANYWAY, there's no way to stream Vita games, sadly. There's no video output to other devices from the system itself available, and while there is a thing called Vita TV (which is basiaclly a home console version of the Vita), it's not compatible with all Vita games, SCARLET GRACE being one of the incompatible ones (but uh, a lot of stuff is incompatible)
